Birusu only needs to be stronger than Super Vegetto, not by a large margin. The 2x boost from SSJ 2 should cover this.

Only, Saiyans rapidly increase in strength as they fight against strong opponents, so the longer they fought, the more that gap would shrink, and it might even be possible for them to eventually turn the tables. It's not at all concrete but I guess I'll have to deal but on the other hand that 10 is not at all definite because if he stronger than SSJ Vegito at the least, then he has to be in the 200 million to 100 billion range to distant him from 150 million (likely around trillions), Frieza's power level. SSJ Vegito could be close, mid, or far from this observant but Birusu would either be: Weaker than SSJ2 and 3 Vegito because some believe his SSJ state is the one that's reference. Stronger than SSJ2 or 3 Vegito because some believe since his possible higher states weren't reference then he'd still lose.

Stronger than SSJ Vegetto, and stronger than a hypothetical SSJ3 Gogeta at the time BOG is set. I'd wager SSJ3 Gogeta is inbetween SSJ1 and SSJ2 Vegetto at that point. So i'd put Birusu at max somewhere in the SSJ2 Vegetto range most likely stronger. Whiss probably being at SSJ3 Vegetto level. Godku leaning more towards SSJ2 Vegetto range but still close to Birusu. I'd imagine SSJ3 Vegetto would beat Birusu.

I personally have him using about 70% because Birusu used the same amount on Goku and they both were above SSJ Vegito, but imo, since Vegito wasn't brought up around the same time the concept of SSJG, I have Birusu and SSJG Goku less than half of their full power (about 20 - 45%). And SSJ2 doesn't dramatically give them a huge boost but it's noticeable.
